The Role of Audit Precision in Strengthening Financial Accountability Within Agricultural Research Institutes

Ann Kinyanjui, Ifeoma Okoli, Kofi Okyere Mensah, Priscilla Agboada

Abstract

This critical review examines how audit precision strengthens financial accountability in agricultural research institutes, organisations whose reliance on government, donor, and grant-based funding makes rigorous financial oversight a precondition for continued research capacity. Drawing on a structured thematic review of 250 peer-reviewed and institutional sources published through 2019, the paper synthesises theory, measurement practice, governance arrangements, analytical methods, performance effects, and reported limitations relevant to audit precision in public-interest research institutions. The review situates its argument in agency, stewardship, and institutional theory to explain why audit outcomes vary across otherwise similar institutes. The evidence indicates that financial accountability improves most reliably when risk-based audit planning, evidentiary rigor, internal control testing, and structured follow-up on audit findings are combined rather than pursued individually; accountability failures recur where these elements are instead treated as separate compliance exercises. Beyond consolidating a fragmented literature, the review's contribution is an audit-precision framework specific to agricultural research institutes that links planning quality, evidence reliability, reporting accuracy, corrective action, and institutional accountability, and that identifies where the existing evidence base is thin, agriculture-specific data are scarce, and cross-jurisdictional comparison is largely absent. The paper closes with four testable propositions and a research agenda aimed at closing these gaps through longitudinal, comparative, and mixed-method inquiry.
