Document Governance and Organizational Learning Among Administrative Officers of Agricultural Research Institutes in Southwest Nigeria
Abstract
This study examined document-governance practices and their influence on organizational learning among administrative officers of Agricultural Research Institutes in Southwest Nigeria. A descriptive survey design was used for a population of 311 officers in nine institutes, with total enumeration. The thesis reports 259 valid questionnaires and an 83.3% response rate. Document governance was measured with a 27-item scale covering concept and design, data collection, processing, sharing and distribution, discovery, analysis, repurposing, archiving, and publishing; Cronbach alpha was 0.888. Dimension means ranged from 3.04 to 3.31, indicating that the practices occurred often, although the source table reports an overall weighted mean of 2.50. Regression results showed a positive and significant influence on organizational learning (R = .574, R2 = .329, adjusted R2 = .317, F = 27.973, p < .001; B = .459, beta = .574). Document governance therefore explained 32.9% of the reported variation in organizational learning. The study recommends comprehensive governance policies, lifecycle controls, secure digital repositories, retention schedules, and continuous staff training.
