Behaviour Intervention Plans in Special Education: Design Versus Delivery

Abstract

Behavior Intervention Plans occupy a central position in the institutional practice of special education. Anchored in the logic of functional assessment and the ethics of positive behaviour support, the BIP is the document that translates the functional analysis of a learner’s challenging behaviour into a programme of antecedent modifications, skill instruction, reinforcement contingencies, and response procedures. This narrative review synthesises the conceptual and evidentiary literature on BIPs across three interlocking domains: functional behaviour assessment as the epistemic foundation of the plan, positive reinforcement as the primary engine of behavioural change, and de-escalation as the ethical and safety perimeter within which the plan operates. The review traces the emergence of the BIP from the applied behaviour analytic tradition, documents the statutory and regulatory frameworks within which BIPs are generated, examines the quality indicators proposed in the methodological literature, and identifies recurring points at which the implemented BIP diverges from the plan as written. Particular attention is given to the paraprofessional workforce that most frequently implements BIPs in classroom settings, to the challenges of generalisation and maintenance across settings, and to the tensions between fidelity to the plan and clinical responsiveness to the learner's moment-to-moment state. The review concludes that BIPs are simultaneously among the most technically specified and among the most unevenly implemented instruments in special education, and that the literature's attention has been disproportionately concentrated on the design of the plan at the expense of the conditions of its delivery. Directions for conceptual refinement and empirical programme development are proposed.
