Budgeting and Implementation Complexities in the Public Sector: The Anambra State Experience

Chika Dennis Muomaife, PhD., Lady Ndidiamaka Phina Muomaife

Abstract

This study examined budgeting and implementation complexities in Anambra State, Nigeria, with the specific objectives of assessing the trend of government receipts and examining the financial, fiscal, and administrative factors affecting budget implementation between 2020 and 2024. The study adopted a documentary research design and obtained data from the Accountant General's Reports, official financial statements, budget documents, and related budget implementation records. Data were analyzed using descriptive statistics, percentage changes, year to year comparisons, and trend analysis to evaluate government receipts, expenditure patterns, and implementation challenges. Since the study relied on documentary evidence and addressed research questions rather than statistical hypotheses, no inferential hypothesis test was conducted. The findings showed that government receipts increased from ₦138.55 billion in 2020 to ₦215.74 billion in 2023 and continued to improve in 2024, while capital expenditure also increased substantially. The study concluded that budget implementation was constrained by fluctuations in federal allocations, inflationary pressures, revenue volatility, debt servicing obligations, and administrative bottlenecks involving fund releases, procurement, monitoring, and project execution. The study recommended realistic revenue planning, stronger financial controls, timely fund releases, improved procurement and monitoring processes, and greater administrative accountability to strengthen budget implementation in Anambra State.
