A Conceptual Model for Integrating Legal, Quantitative, and Operational Disciplines in Next-Generation Regulatory Risk Leadership

Michael Ominyi, Cyril Chimelie Anichukwueze, Ngozi Samuel Uzougbo

Abstract

Regulatory risk management has traditionally been organized around three disciplinary silos: legal teams that interpret obligations, quantitative teams that model and measure exposure, and operational teams that design and run controls. This structure served a slower, more predictable regulatory environment, but it is poorly matched to conditions in 2026, when the EU AI Act's transparency and general-purpose AI obligations are already in force and its high-risk system requirements are being actively renegotiated, U.S. banking agencies replace fifteen years of model risk guidance with a principles-based standard, operational resilience rules extend deep into third- party technology ecosystems, and climate and digital-asset regulation demand simultaneous legal, quantitative, and operational fluency. This paper proposes the Integrated Regulatory Risk Leadership framework, a conceptual model built around four interacting components: a Legal Intelligence Layer, a Quantitative Analytics Layer, an Operational Execution Layer, and an Integrative Leadership Core that translates across the three and owns unified risk appetite. The paper traces the regulatory forces driving convergence, describes the model's structure and feedback loops, illustrates its application through a scenario involving agentic AI in financial services, and outlines the leadership competencies and governance changes the model implies. The paper closes by noting the model's conceptual status and the empirical work needed to validate it across sectors.
