Abstract

This study assesses the economic implications of infrastructural deficits and educational wastage on the development of public universities in North-Central Nigeria, using inadequate classrooms and spillover as explanatory variables and public university development as the outcome variable. The study adopts a descriptive research design with a hypothetical population of 295,830 students and 7,745 staff, with a sample of 400 academic staff and administrators drawn from the 13 public universities in North-Central Nigeria. Descriptive statistics and t-test analysis were used to analyze the relationships among variables. Hypothesis one had a t-test value of 193.676, while hypothesis two had a t-test value of 187.190. Findings indicate that inadequate classrooms have a statistically significant negative effect on public university development, while spillover contributes significantly to educational inefficiency, increased institutional costs, and reduced developmental performance. The study concludes that infrastructural deficits and educational wastage jointly undermine institutional productivity, reduce returns on educational investment, and constrain the developmental role of public universities. The study recommends increased infrastructure financing, improved space planning, and stronger academic support systems to reduce spillover. These findings align with broader evidence on infrastructural underfunding and system inefficiencies in Nigerian higher education.
