Abstract

Music education remains an essential component of holistic education because of its contribution to cognitive, affective, psychomotor, social, and cultural development. Despite its inclusion within Nigeria's Universal Basic Education programme, concerns persist regarding the quality of music education delivery in public Junior Secondary Schools. This study investigated the state of Universal Basic Music Education in Kogi State, Nigeria, with emphasis on the availability of instructional resources and the effectiveness of lesson delivery by music teachers. A descriptive survey design was adopted. Data were collected through questionnaires, interviews, and participant observation from 21 music teachers and 630 students selected from 21 Junior Secondary Schools across the 21 Local Government Areas of Kogi State. Data were analyzed using mean scores and standard deviations. Findings revealed significant inadequacies in instructional resources, music facilities, and technological teaching aids required for effective implementation of the music curriculum. While teachers reported relatively positive instructional practices, students expressed dissatisfaction with practical music experiences, performance opportunities, aural training, and educational excursions. The study concludes that Universal Basic Music Education in Kogi State has not yet achieved the standards envisaged in the Basic Education Curriculum. The paper recommends increased funding, recruitment of professionally qualified music educators, provision of instructional resources, teacher capacity development, and strengthened curriculum monitoring mechanisms.
