Abstract

This study scrutinized the utilization of Information and Communication Technology in office management and agricultural service delivery within the Ministry of Agriculture and Natural Resources, Bayelsa State. Specifically, the research assessed the prevailing state of ICT implementation, identified the challenges confronted by personnel in leveraging ICT, and evaluated its ramifications on both efficiency and effectiveness in office management and extension services. The study employed a survey research design, targeting the entire staff population of 500 individuals, from which a sample of 217 respondents was determined utilizing the Krejcie and Morgan (1970) sample size table. Data were gathered through meticulously structured questionnaires and analyzed employing both descriptive and inferential statistics, including mean, standard deviation, one-sample t-test, Pearson correlation, and multiple regression analysis, at a significance level of 0.05. Findings indicated that ICT utilization within the ministry is relatively suboptimal, with inadequate infrastructure and insufficient investment constraining optimal performance. Personnel identified a deficiency in training and a scarcity of technical expertise as significant impediments to effective ICT application. Regression analysis demonstrated that ICT exerts a profoundly positive impact on efficiency and effectiveness, elucidating approximately 86% of the variability in office management performance. The study concludes that ICT is a pivotal determinant of operational efficiency and effectiveness, and addressing the challenges posed by inadequate infrastructure, training, and technical support is imperative to enhance service delivery. The study advocates for the ministry to augment its investment in ICT, provide regularized staff training, and employ proficient technical personnel to bolster ICT systems for enhanced performance and timely service delivery.
