Challenges that Limit the Effectiveness of Poverty Alleviation Programs in Bayelsa State

Abstract

Despite contributing to the nation's oil revenue, the state exhibits high poverty levels, especially in rural communities. This persistent paradox demands a thorough investigation into the factors driving poverty in Bayelsa State and an evaluation of the effectiveness of existing poverty reduction strategies. This study synthesizes the existing literature on poverty, economic development, governance, and agriculture, providing a foundation for a comprehensive study to inform evidence-based policy interventions in Bayelsa State. The study adopted the Marxian political economy framework, which emphasizes the production and distribution of material wealth and the inherent conflicts arising from these processes between and among different social classes. Methodologically, the research employed the qualitative method of data collection and analysis. It was found that one of the major challenges is poor infrastructural development and it is also one of the most important variables that influence poverty reduction and is significant in both the short and long run. Based on the above, the study recommended that government should embrace more fiscal discipline and put-in-place policies that would promote critical infrastructural development which will accelerate the development of small- scale enterprises.
