Abstract

This academic paper comprehensively examines the multifaceted challenges and promising opportunities for economic resilience and diversification within Nigeria's littoral states. Historically dependent on volatile crude oil revenues, these strategically important coastal regions paradoxically exhibit widespread poverty and underdevelopment, a manifestation of the resource curse. The analysis delves into the systemic issues perpetuating this paradox, including the enclave nature of the oil industry, the intergenerational costs of a mono-economy, and the profound disconnect between oil wealth and local welfare. The paper integrates perspectives from maritime economics, conflict resolution, health economics, energy security, and sustainable development, highlighting the vicious cycle of environmental degradation, livelihood displacement, and social unrest. It argues that true economic resilience necessitates proactive, multi-sectoral diversification, particularly through the strategic harnessing of Nigeria's vast blue economy potential (maritime transport, fisheries, aquaculture, coastal tourism, marine renewables) and the strengthening of non-oil sectors (agriculture, manufacturing, digital economy). Crucially, the study identifies a significant governance-implementation gap as the primary impediment to realizing these opportunities. Drawing lessons from successful global diversification models, the paper concludes with a comprehensive set of multi-layered policy recommendations for government, private sector, and community stakeholders, emphasizing fiscal reform, robust infrastructure development, environmental protection, enhanced maritime security, human capital development, and participatory conflict resolution as fundamental economic enablers.
