Integrating Assessment Literacy into Teacher Certification Standards: Implications for Educational Measurement and Evaluation
Abstract
Assessment literacy constitutes a critical component of teachers’ professional competence, yet it remains insufficiently emphasized within many teacher certification standards. Teachers are routinely responsible for designing assessment tasks, scoring student work, interpreting results, and making instructional decisions based on assessment evidence. When these responsibilities are undertaken without adequate grounding in educational measurement principles, the validity, fairness, and interpretability of classroom assessment outcomes are compromised. This paper argues that assessment literacy should be formally integrated into teacher certification standards. Drawing on educational measurement theory, empirical studies, and Nigerian policy documents, the paper examines the consequences of inadequate assessment literacy for classroom assessment quality and educational evaluation processes. The paper further discusses the implications of embedding assessment literacy within certification frameworks and concludes by advocating policy reforms that recognize assessment competence as a core professional requirement for teachers.
