Leadership at The Crossroads: General Education Administrators and The Implementation of Technical Education Programme s in Rivers and Bayelsa States Universities
Abstract
This study examined general education administrators and the execution of technical education programmes in universities in Rivers and Bayelsa States. Two research questions and two null hypotheses were formulated to guide the study. The study adopted a correlational design with a population of 165 educational administrators in Rivers and Bayelsa States universities offering technical education programmes. There was no sample as the number was manageable for the study. A researcher-developed instrument titled “General Education Administrators and Policy Implementation Questionnaire” was used to generate data for the study. The instrument was validated by three experts: two from the Department of Educational Management and one from the Department of Technology Education, all from Niger Delta University, Wilberforce Island Bayelsa State, Nigeria. The reliability coefficient of the instrument, using Cronbach’s Alpha statistical tool, was 0.78. Simple Linear Regression was used to answer the research questions and test the null hypotheses. The findings of the study revealed the presence of a significant relationship between general education administrators’ leadership practices, policy implementation mechanisms, and the effective implementation of technical education programmes in the universities. It was recommended, among others, that university governing councils should ensure that general education administrators receive further capacity building to strengthen their understanding and develop the mindset of the peculiarities of Technical Education programmes in the implementation of technical education policies for graduates of technical education to truly meet the demands of the industries.
