Linking Communication Systems to Employee Voice and Organizational Commitment: Evidence from Empirical Studies in Public and Private Workplaces

Abstract

This study investigates the nexus between communication systems, employee voice, and organizational commitment across public and private workplaces. Drawing on a systematic review of seventy-two empirical studies published between 2010 and 2024, the paper synthesizes evidence on how formal and informal communication channels influence employees' perceptions of fairness, trust, and inclusion. Findings reveal that while public organizations in Nigeria and other developing contexts rely heavily on hierarchical and procedural communication systems that often restrict voice and erode trust, private organizations demonstrate greater flexibility by adopting participatory and digital communication platforms that enhance responsiveness and engagement. The review further establishes that the quality and authenticity of communication significantly shape affective, normative, and continuance commitment among employees.
