Abstract

Compulsory land acquisition is a critical instrument for implementing public development projects; however, its execution often raises concerns about fairness, transparency, and adequacy of compensation. This study examined the legal and institutional frameworks governing compulsory acquisition and compensation practices in Niger State, Nigeria, with a focus on evaluating policy frameworks, compensation mechanisms, and institutional challenges. The research employed a mixed-methods approach, combining quantitative data collected from 222 respondents including displaced landowners, government officials, legal practitioners, urban planners, and valuation experts with qualitative insights from semi-structured interviews.
