Contributions of Local Government Councils’ in Promoting Sustainable Community Development in Kalabari Kingdom, Rivers State

Abstract

This study assessed the contributions of Local Government Councils’ in promoting sustainable community development in Kalabari Kingdom of Rivers State. The study was guided by three objectives from which three research questions were posed. The study adopted a descriptive survey design with a population of 430 community leaders and management staff of Local Government councils in Kalabari kingdom of Rivers State. This comprises 32 management staff of Degema, Akuku-Toru and Asari-Toru Local Government Councils and 398 community leaders. The sample of the study was 430 respondents. The entire population was studied without sampling due to the manageable size of the population. The study adopted a self- designed questionnaire titled “Contributions of Local Government Council in Promoting Sustainable Community Development Questionnaire” for data collection. The instrument was validated by three experts, one expert in Community Development and one in Measurement and Evaluation from Rivers State University. The reliability of the instrument was established using the Cronbach Alpha method. Reliability coefficients of 0.92, 0.87 and 0.85 were obtained for the various clusters of the instrument, indicating the instrument was reliable. The research questions were answered using the mean and standard deviation statistics. From the analyzed data, the findings of the study among others revealed that though LG councils have adult literacy centres they manage and pay facilitators in these centres, they do not provide instructional materials for these centres, neither do they engage in sensitization of community members to participate in this programme, and they also do not engage in maintenance of physical facilities in these centres. Based on the findings of the study, it was recommended among other things that Local Government Authorities should partner with companies doing business in communities in Bayelsa to assist with the management
