The Moderating Role of Organisational Culture in the Relationship Between Workplace Flexibility and Employee Engagement: Insights from Nigeria’s Oil and Gas Downstream Sector

Abstract

The oil and gas downstream sector in Nigeria’s South-South region plays a pivotal role in national economic growth but faces persistent challenges in employee engagement due to rigid work systems, hazardous working conditions, and socio-political instability. This study investigates whether organisational culture moderates the relationship between workplace flexibility, time, location, and workload flexibility, and employee engagement, dedication, absorption, and vigour. Anchored on Social Exchange Theory, Job Characteristics Theory, and Self-Determination Theory, the research adopts a cross-sectional survey design, collecting primary data from 294 employees across National Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)-approved oil and gas downstream firms in six states. Measurement and structural models were analysed using Structural Equation Modelling (SEM) in AMOS 24. Findings reveal that while workplace flexibility significantly improves engagement outcomes, organisational culture strengthens these effects (? = 0.72, p < 0.01), with higher engagement observed in firms characterised by adaptability, shared values, and support for risk-taking. The study concludes that cultural alignment is critical for maximising flexibility’s potential in high-risk industries and recommends aligning flexibility policies with cultural norms, training managers for supportive leadership, and investing in enabling digital infrastructure.
