Development of Retail E-Commerce in Vietnam: Trends, Challenges, and Policy Implications

Abstract

Vietnam's retail e-commerce sector has emerged as a cornerstone of the nation's digital economy, experiencing exponential growth amid rapid technological adoption and shifting consumer behaviors. As of 2025, the market is projected to surpass $45 billion in cross-border transactions alone, contributing significantly to the overall digital economy's 20%+ annual growth rate. This paper provides a comprehensive analysis of the development of retail e-commerce in Vietnam, exploring key trends such as the dominance of social and mobile commerce, AI-driven personalization, and cross-border expansion. It also delves into persistent challenges, including regulatory compliance under the new Draft E-Commerce Law, logistical bottlenecks, cybersecurity threats, and regional inequalities. Drawing on secondary data from sources like the Vietnam E-Commerce White Book (2022-2025 updates) and primary survey insights, the study offers policy implications for government, businesses, and consumers. Recommendations emphasize strengthening legal frameworks, investing in infrastructure, and fostering SME inclusion to ensure sustainable, inclusive growth. This research underscores Vietnam's potential as a Southeast Asian e-commerce leader while highlighting pathways to mitigate risks in an increasingly competitive landscape.
