Staff Training and Performance: A Study of Establishment, Training and Pension Bureau, Bayelsa State, 2019-2024

Abstract

The study investigated staff training and Personnel performance in the Establishment, Training and Pensions Bureau (ETPB) Bayelsa State. It particularly investigated the adequacy and relevance of staff training on employee performance in the Bureau. It focused on three problematic areas Viz:) low personnel outputs, poor management and payment of retiree pension and gratuity, and slow pace/corrupt practices in recruitment process in Bayelsa State. A descriptive survey research design was adopted and the paper anchored on Kirkpatrick's Four- Level model of training evaluation theory. Data were collected through both primary and secondary sources. The primary data was gotten through structured questionnaire while secondary sources were obtained through journal articles, books, periodicals, handbooks etc. Descriptive statistics (frequencies and percentages) were employed to analyze quantitative data while qualitative data were analyzed thematically. Questionnaire was administered to 96 personnel of the Bureau among which 70 copies were correctly completed and returned, representing 72.9% returned rate. Two (2) research questions and hypotheses were posed as guide for investigation. The findings revealed that staff training has enhanced personnel performance, improved payment of retiree’s pension and gratuity and enhanced personnel recruitment process. However, areas like advertisement for vacancies, effective management of pension funds by pension funds administrators required improvement. The study recommended, effective staff training programs, licensed reputable pension funds administrators, and discouragement of nepotism during recruitment process in the state civil service, in order to enhance, personnel performance, transparency and accountability in Bayelsa State in particular and Nigeria at large.
