Abstract

Human Resource Development (HRD) is fundamental to the success of any organization, and universities are no exception, especially Federal University Dutsin-Ma, Katsina State. This forms the basis of this study. The aim of this study is to assess the factors affecting human resources development among non-academic staff at the Federal University of Dutsin-Ma, Katsina State; to determine the benefits of human resource development among non-academic staff of Federal University Dutsin-Ma, Katsina State. The study adopted a multi-stage sampling technique and 343 respondents. A questionnaire was used as the primary instrument of data collection, and the data collected was tested using descriptive statistics. The research findings revealed that motivation, inadequate funding, the health status of the employees, environmental factors, the expected return on investment for the employee by the employer are the factors affecting human resource development. Furthermore, the study observed that human resource development has benefits accruable to both employees and employers. To the employees, it enables them to perform effectively and efficiently through improved productivity, while to the employers, it boasts their reputation and the overall growth of the organization through renewed commitment and mutual participation in decision-making. Based on this, therefore, the more organizations develop their employees, the more they grow in competence, compete favourably, and increase their market value. In addition, the study reveals that human resource indicators are measurable and observable. Thus, the study reveals that the more employees are developed through training— either on-the-job training, conferences, seminars, or workshops—there is a tendency for their income level to improve, likewise their standard of living. Thus, improved standards of living and enhanced salary or income are major indicators of human resource development. Lastl
