Evaluation of Community Participation Towards Effective Implementation of Universal Basic Education Programme in Kano State, Nigeria
Abstract
The study evaluates community participation towards effective implementation of Universal Basic Education in Kano State, Nigeria. The objectives of the study were: to examine the role played by the community for effective implementation of Universal Basic Education in Kano State and to identify the challenges faced during the implementation of UBE programme in Kano State. The study adopted Resource Dependency Theory in the theoretical framework. Mixed method design was adopted. The study used questionnaire and key informant interview (KII). The population of the study comprised the residents of Bichi, Fagge, and Kibiya local government areas selected from the three (3) Senatorial Districts of Kano State. The Unit of analysis include: the residents of Bichi, Fagge, and Kibiya, Principals, Head-teachers, PTA Executives, School-based Management Committee (SBMC) Executive, Secretaries of Local Government Education Authorities, State Universal Basic Education Board (SUBEB) Officials and community leaders. The sample size for the study is three hundred and eighty-four (384) The study employed multi-stage cluster sampling to draw respondents. For the quantitative data, Statistical Package for Social Sciences (SPSS version: 23) was adopted in analyzing the data generated from questionnaire. The Qualitative data elicited through key informant interviews were transcribed. Findings of the Study revealed that, community played various roles for effective implementation of UBE programmes in the study area. The findings also show that, community participation faced various challenges which affect successful implementation of UBE programme in Kano State. The study recommends among others that, government at all levels in collaboration with community leaders should engage in sensitization of community members on the needs to contribute their quota towards successful implementation of UBE programme in Kano State.
