Integrated and Sustainable Government Financial Policies and Resilient Future of the Banking Industry in Africa

Abstract

This literature review explores the role of government financial policies in fostering a resilient and future-ready banking industry in Africa, particularly in the context of digital transformation. As financial services are increasingly shaped by technology such as fintech innovations, mobile banking, and digital payment platforms there is a growing need for government policies that support both stability and innovation while promoting financial inclusion. The review highlights the importance of integrated and sustainable financial policies that move beyond traditional regulatory frameworks. Such policies can enhance financial stability by managing systemic risks, improve efficiency by streamlining operations, and expand financial inclusion by reaching underserved populations, especially in rural areas. Drawing on existing literature and empirical studies, the review finds that government financial policies significantly influence three core pillars of the banking sector: stability, efficiency, and inclusion. Success is evident in countries where proactive measures like digital regulatory sandboxes, support for fintech partnerships, and enhanced cybersecurity measures have been adopted. However, the review also identifies several weaknesses, including inconsistent enforcement, lack of coordination between financial regulators, and outdated legal systems that hinder progress and innovation. To address these issues, the review offers key policy recommendations. These include adopting a holistic approach that integrates fiscal, monetary, and innovation strategies; investing in digital infrastructure and workforce skills; harmonizing regulatory standards across the region; and fostering collaboration between public and private sector stakeholders.
