Determinants of Web-Based Payment Portal Adoption in Sub- Saharan Africa: A Review and Synthesis

Rita Korkor Agyei1, Ogochukwu T. Izuchukwu2, Dominic Feboh3, Abiola Idowu4

Abstract

Web-based payment portals—the online gateways through which consumers and businesses in Sub-Saharan Africa initiate and complete digital payments—have proliferated alongside the region’s broader shift toward digital financial services, yet their adoption has been uneven, and the factors that determine whether a portal is adopted, used, and retained remain dispersed across several literatures. This paper reviews the evidence bearing on web-based payment portal adoption in Sub-Saharan Africa and synthesizes it into an account of its determinants. Drawing together the technology-acceptance tradition in information systems, the trust and perceived-risk literatures, the diffusion-of-innovations perspective, and the development-economics evidence on digital payments and financial inclusion in the region, the review organizes the determinants of adoption around seven constructs: performance expectancy and perceived usefulness, effort expectancy and perceived ease of use, trust, perceived risk and security, social influence, facilitating conditions and infrastructure, and cost and price value. The synthesis situates these constructs within the distinctive conditions of the Sub-Saharan African context—uneven connectivity and device access, a payments landscape in which mobile money rather than the card is the reference instrument, institutional environments still developing consumer protection and recourse, and a user base for whom a payment portal is frequently a first digital financial interface. Two findings recur across the evidence: that trust and perceived risk operate as gating conditions on adoption in this setting to a degree that the technology-acceptance models developed elsewhere underweight; and that facilitating conditions—connectivity, device access, interoperability, and the reliability of the underlying payment rails—are determinants of adoption in their own right rather than mere background, because they set the boundary of who can adopt at all. The paper draws implications for portal providers and for policymakers and identifies a research agenda for a context the established adoption models were not built to describe.
