Gladys IsaAC PhD in View, Minnessi Kibikiwa Glenn PhD

Abstract

This study examined the effect of timely payment of retirement benefits on the welfare of retirees in state tertiary institutions in Adamawa State, Nigeria. The study was motivated by persistent delays in the payment of pensions and gratuities, administrative bottlenecks, poor record management, inadequate funding, and limited transparency in retirement benefit administration. The study adopted a descriptive research design. The population comprised 205 retirees from selected state tertiary institutions and officials of the Adamawa State Pension Board, while a sample size of 132 was determined using the Krejcie and Morgan sample size table. Convenience sampling technique was employed, and primary data were collected through structured questionnaires. Of the 132 questionnaires administered, 127 were returned, representing a response rate of 96.2%. Data were analysed using descriptive statistics with the aid of Statistical Package for Social Sciences version 27. The findings revealed that the timely payment of retirement benefits was moderately rated, with an overall mean score of 3.55. However, respondents strongly agreed that they experienced long waiting periods before receiving gratuity, with a mean score of 4.52, while delays in payment were found to affect their ability to meet financial obligations, with a mean score of 4.00. The study also found that administrative bottlenecks contributed significantly to delays in retirement benefit payments, while the efficiency and transparency of the retirement benefit system were rated relatively low. The study concludes that persistent delays in the payment of pensions and gratuities undermine the financial stability, welfare, and quality of life of retirees in state tertiary institutions in Adamawa State. It recommends that government and institutional authorities should streamline administrative procedures, improve record management, strengthen transparency and accountability, provide adequate funding, and adopt digital systems for tracking and processing retirement benefits to ensure timely and efficient payment. jpaswr
