Assessment of Flood Risk Zones and Sustainable Settlement Planning in Kaduna Metropolis, Nigeria: Implication for Guidance

Oguche, T. E., Ahmadu Makama, Naomi Audu Kaka

Abstract

Urban flooding has become one of the most significant environmental and developmental challenges confronting rapidly urbanizing cities in Nigeria, with Kaduna Metropolis experiencing increasing flood hazards due to climate variability, uncontrolled urban expansion, inadequate drainage infrastructure, and weak development control. This paper examines the role of Flood Risk Assessment in promoting Sustainable Settlement Planning in Kaduna Metropolis, Nigeria, with emphasis on its implications for planning guidance and resilient urban development. The paper adopts a conceptual approach through an extensive review and synthesis of relevant literature, policy documents, and contemporary scholarly publications on flood risk, flood risk assessment, sustainable settlement planning, and disaster risk reduction. The review highlights the major drivers of flood risk in Kaduna Metropolis, including intense rainfall, rapid urbanization, inappropriate land-use practices, inadequate drainage systems, and socio-economic vulnerability. It further demonstrates that the integration of Flood Risk Assessment into settlement planning provides a scientific basis for flood risk zoning, land-use regulation, resilient infrastructure development, environmental conservation, and disaster preparedness. The paper concludes that effective incorporation of flood risk information into urban planning and development control is essential for reducing flood vulnerability, strengthening climate resilience, and promoting sustainable urban growth in Kaduna Metropolis. It recommends institutionalizing flood risk assessment within planning processes, strengthening development control mechanisms, investing in resilient infrastructure, enhancing community environmental education and disaster preparedness, and improving inter-agency collaboration to achieve sustainable and flood-resilient settlements.
