Problems and Prospects of Implementing the 2009 Academic Staff Union of Universities (ASUU) - Federal Government Agreement: A Focus on State-Owned Universities in Nigeria
Abstract
This article explores the complexities surrounding the implementation of the 2009 Agreement between the Academic Staff Union of Universities and the Federal Government of Nigeria, with a particular emphasis on its adoption and impact within state-owned universities. Despite its aim to revitalize the Nigerian university system, the agreement has faced significant hurdles, leading to persistent industrial disharmony. This study, drawing on secondary data, identifies critical problems such as inadequate funding, political interference, and infrastructure deficits, which are often exacerbated in state institutions. Conversely, it examines recent renegotiation efforts and their potential to offer new prospects for improved conditions of service, enhanced university autonomy, and sustained academic stability. The article concludes with recommendations for both federal and state governments, university administrations, and ASUU to foster a more conducive environment for academic excellence.
