Public Administration and Social Welfare in Nigeria: Challenges, Reforms, and Prospects for Sustainable National Development

Abstract

Public administration and social welfare are fundamental pillars of national development. An efficient public administration system ensures effective formulation and implementation of public policies, while a robust social welfare system promotes equity, poverty reduction, and improved quality of life. Despite Nigeria's abundant natural and human resources, the country continues to face persistent governance challenges, including corruption, bureaucratic inefficiency, weak institutional capacity, poor policy implementation, and inadequate funding of social welfare programmes. These challenges have contributed to rising poverty, unemployment, social inequality, and limited access to essential public services. This study examines the relationship between public administration and social welfare in Nigeria, identifies the major challenges confronting the sector, evaluates public sector reform initiatives, and explores prospects for sustainable national development. The study adopts a qualitative research approach based on an extensive review of scholarly literature, government publications, policy documents, and reports from international development organisations. The findings indicate that although successive governments have introduced several reforms aimed at improving governance and social service delivery, the impact has been constrained by institutional weaknesses, political interference, and inadequate accountability mechanisms. The study concludes that strengthening public institutions, promoting transparency and accountability, investing in human capital, embracing digital governance, and ensuring inclusive social protection policies are essential for achieving sustainable national development in Nigeria. The paper recommends comprehensive institutional reforms, improved fiscal discipline, enhanced citizen participation, and strengthened social welfare programmes to improve governance outcomes and national development.
