Bridging the Scale-Up Gap: An Operational Readiness Maturity Model for High-Growth Enterprise Transformation

Abstract

The persistent difficulty that innovative firms face in converting early promise into durable, globally competitive scale is commonly described as the scale-up gap. Prevailing explanations emphasize capital formation, talent availability, infrastructure, and public policy. This paper advances a complementary and comparatively underexplored explanation: many firms possess viable technologies and market opportunities yet lack the operational capabilities and implementation systems required to translate innovation into sustained economic value. Drawing on the resource-based view, dynamic capabilities theory, absorptive capacity, and the maturity- model tradition in information systems and operations management, the paper develops the Operational Scale-Up Readiness framework and an associated maturity model. The model decomposes operational readiness to scale into seven capability domains: strategic and operating- model coherence, process architecture and standardization, data and digital infrastructure, technology adoption and integration capacity, supply and value-network integration, workforce and change capability, and performance-management and learning systems. Each domain is articulated across five progression levels from ad hoc to optimizing, yielding a diagnostic instrument that firms, investors, accelerators, and economic-development organizations can apply to locate readiness gaps and sequence capability investments. The paper specifies the theoretical logic linking each domain to scaling outcomes through a set of testable propositions, illustrates application through hypothetical firm scenarios, and situates the framework within regional innovation-ecosystem policy. The contribution is a transferable, evidence-informed diagnostic that reframes the scale-up challenge as a problem of operational execution and offers a structured pathway for building the capabilities that scaling requires. Implications for management practice, ecosystem intermediaries, and innovation policy are discussed, along with a research agenda for empirical validation.
