for future researchers, and expand scholarly knowledge on technology-enhanced learning and workforce development in Nigeria. 1.5 Justification of the Study The rapid expansion of mobile technology has created enormous opportunities for flexible learning and continuous professional development among adult learners. Despite the increasing availability of smartphones and mobile learning applications in Nigeria, there is limited empirical evidence regarding their effectiveness in improving practical skills and job performance among adult learners, particularly within Kogi State. Most previous studies have focused primarily on university students rather than adults engaged in continuing education, vocational training, or workplace learning. This study therefore addresses an important knowledge gap by providing localized evidence on the effectiveness of mobile learning applications in promoting workforce competence. Furthermore, Kogi State continues to experience challenges such as unemployment, limited access to structured professional training, inadequate digital infrastructure, and varying levels of digital literacy. Assessing the effectiveness of mobile learning applications within this context is therefore necessary to determine their potential for enhancing employability, productivity, and lifelong learning. The findings of this study will provide evidence to support informed decision-making by educational institutions, employers, policymakers, and development partners seeking to strengthen adult education and workforce development through digital technologies. 1.6 Research Questions The following research questions will guide the study: 1. To what extent do adult learners in Kogi State utilize mobile learning applications for educational and professional development? 2. What types of skills are acquired through the use of mobile learning applications among adult learners in Kogi State? 3. What relationship exists between the use of mobile learning applications and job performance among adult learners in Kogi State? 4. What challenges affect the effective use of mobile learning applications for skill acquisition and improved job performance among adult learners in Kogi State? 5. What strategies can enhance the effective integration of mobile learning applications into adult education and workforce development programmes in Kogi State? 1.7 Research Hypotheses The following null hypotheses will be tested at the 0.05 level of significance: H01: There is no significant relationship between the utilization of mobile learning applications and skill acquisition among adult learners in Kogi State. H02: There is no significant relationship between the use of mobile learning applications and job performance among adult learners in Kogi State. H03: The challenges associated with the use of mobile learning applications do not significantly influence skill acquisition and job performance among adult learners in Kogi State. These sections are consistent with the study's objectives, methodology, and expected statistical analysis. They are also suitable for inclusion in a postgraduate dissertation, journal manuscript, or research proposal. 2. Literature Review 2.1 Concept of Mobile Learning Mobile learning (m-learning) refers to the use of portable digital devices such as smartphones, tablets, and other wireless technologies to facilitate learning beyond the conventional classroom environment. It enables learners to access educational content at any time and from any location, thereby promoting flexibility, accessibility, and learner-centred education. Mobile learning represents an extension of electronic learning (e-learning), emphasizing mobility, ubiquitous access to learning resources, and real-time interaction among learners and instructors. According to John Traxler (2018), mobile learning is characterized by learning that transcends geographical and temporal limitations through the integration of mobile technologies into educational processes. Similarly, Helen Crompton and Burke (2018) argued that mobile learning has become a transformative educational approach because it promotes collaboration, learner engagement, and personalized learning experiences. In Nigeria, the increasing penetration of smartphones and internet-enabled devices has accelerated the adoption of mobile learning across different levels of education. Nigerian scholars have emphasized that mobile learning provides an alternative means of delivering education in environments where conventional instructional facilities are inadequate. Matthew O. Yusuf (2005) asserted that the integration of Information and Communication Technology into education enhances knowledge acquisition and equips learners with competencies required in the digital economy. Similarly, Aduwa-Ogiegbaen and Iyamu (2005) observed that the growing availability of mobile technologies has improved access to educational resources despite persistent infrastructural challenges. More recently, Eze, Chinedu-Eze, and Bello (2018) found that mobile learning has significantly enhanced learners' engagement, collaboration, and independent learning in Nigerian higher education institutions. These findings suggest that mobile learning has become an indispensable component of contemporary education and lifelong learning. Mobile Learning in Adult Education Adult education is founded on the principle of lifelong learning, where individuals continually acquire knowledge and competencies necessary for personal, social, and professional development. Mobile learning has become increasingly important in adult education because it provides flexible learning opportunities that accommodate the unique characteristics and responsibilities of adult learners. Unlike younger learners, adults often combine education with employment, family obligations, and community responsibilities, making conventional classroom attendance challenging. Mobile learning applications enable adult learners to access instructional materials, participate in online discussions, complete assessments, and acquire professional certifications without disrupting their daily activities. According to Malcolm Knowles, adults are self-directed learners who are motivated by educational experiences that are immediately relevant to their work and personal lives. Mobile learning aligns with these principles by allowing learners to determine when, where, and how they learn. Within the Nigerian context, mobile learning has emerged as a viable strategy for expanding access to adult and continuing education programmes. Obi and Ode (2019) reported that adult learners in Nigeria demonstrate positive attitudes toward ICT-supported learning because it enhances flexibility and provides opportunities for continuous professional development. Similarly, Akanbi and Adeyemi (2018) observed that digital learning platforms improve employability by equipping adult learners with relevant workplace competencies and entrepreneurial skills. The increasing use of mobile applications such as Google Classroom, WhatsApp, YouTube, and other online learning platforms has enabled adult learners to participate actively in vocational training, professional development, and distance education programmes. Nevertheless, scholars have noted that inadequate ICT infrastructure, limited digital literacy, poor internet connectivity, and high data costs continue to hinder the full integration of mobile learning into adult education programmes in Nigeria (Olaleye et al., 2018). Benefits of Mobile Learning for Adult Learners Mobile learning offers numerous educational and professional benefits to adult learners by promoting accessibility, flexibility, learner autonomy, and continuous skill development. One of its greatest advantages is that it removes geographical and time barriers, enabling adults to engage in learning regardless of their location or work schedules. This flexibility encourages lifelong learning and supports continuous professional development in rapidly changing work environments. Mobile learning also promotes self-paced learning, allowing learners to revisit instructional materials, participate in collaborative discussions, and receive immediate feedback on learning activities. According to Crompton and Burke (2018), mobile learning improves learner engagement and increases opportunities for personalized learning through multimedia resources, interactive assessments, and collaborative digital platforms. Studies conducted in Nigeria indicate that mobile learning contributes significantly to skill acquisition and workplace competence among adult learners. Eze et al. (2018) found that learners who regularly utilized mobile learning applications demonstrated higher levels of digital literacy, communication skills, and independent learning capabilities than those relying solely on traditional instructional methods. Similarly, Akanbi and Adeyemi (2018) reported that mobile learning enhances employability by developing technical competencies, entrepreneurial skills, and problem-solving abilities required in the modern labour market. Yusuf (2005) also argued that effective ICT integration prepares learners to function effectively in a knowledge-based economy by improving productivity and innovation. Despite these benefits, researchers have identified challenges such as unstable internet services, high subscription costs, inadequate digital competencies, and insufficient institutional support as barriers limiting the effectiveness of mobile learning among adult learners in Nigeria (Olaleye et al., 2018; Aduwa-Ogiegbaen & Iyamu, 2005). Addressing these constraints is essential for maximizing the educational and economic benefits of mobile learning in adult education. 2.2 Mobile Learning Applications and Skills Acquisition Concept of Skills Acquisition Skills acquisition refers to the systematic process through which individuals develop the knowledge, competencies, attitudes, and practical abilities required to perform specific tasks effectively and efficiently. It encompasses the learning of technical, vocational, cognitive, and interpersonal competencies that enable individuals to adapt to changing workplace demands and contribute meaningfully to socio-economic development. Skills acquisition is considered a fundamental objective of education because it equips learners with competencies necessary for employment, entrepreneurship, and lifelong learning. According to the National Board for Technical Education (2021), skills acquisition involves the development of practical competencies that enhance employability, innovation, and productivity across various sectors of the economy. Similarly, Okorie (2010) described skills acquisition as a deliberate process of imparting practical knowledge and competencies that enable individuals to become self-reliant and economically productive. In the Nigerian educational system, skills acquisition has gained increasing attention due to rising unemployment, technological advancement, and the need to produce a competent workforce capable of meeting contemporary labour market demands. Scholars have argued that formal education should extend beyond the acquisition of theoretical knowledge to include practical competencies that improve learners' productivity and competitiveness. Akinpelu (2018) maintained that effective skills acquisition programmes empower learners with occupational competencies, promote entrepreneurship, and reduce dependence on paid employment. Likewise, Nwachukwu and Olatunji (2020) observed that the integration of digital technologies into education has transformed skills acquisition by providing learners with opportunities to develop technical, digital, and problem-solving competencies through interactive learning environments. Consequently, skills acquisition has become a central component of adult education, particularly in preparing learners for lifelong learning and sustainable employment in a knowledge-driven economy. Role of Mobile Learning in Developing Technical, Digital, Communication, and Problem- Solving Skills Mobile learning applications play a significant role in developing technical competencies by providing learners with continuous access to practical instructional resources, simulations, demonstration videos, and self-paced learning materials. Unlike conventional classroom instruction, mobile learning enables learners to repeatedly access tutorials and practical demonstrations until mastery is achieved. Applications such as YouTube, Google Classroom, Coursera, Udemy, and other professional learning platforms expose learners to current industry practices, technical procedures, and vocational competencies that enhance workplace effectiveness. Eze, Chinedu-Eze, and Bello (2018) found that the use of mobile learning platforms significantly improved learners' practical knowledge, digital competence, and readiness for employment in Nigerian higher institutions. Similarly, Akanbi and Adeyemi (2018) reported that digital learning environments contribute to the development of vocational and entrepreneurial skills necessary for self-employment and sustainable economic growth. In addition to technical competencies, mobile learning applications significantly enhance digital literacy and communication skills among adult learners. Frequent interaction with mobile technologies enables learners to develop competencies in information searching, online collaboration, digital content creation, virtual communication, and responsible use of information technologies. These skills are increasingly essential in modern workplaces where digital communication and remote collaboration have become integral aspects of organizational operations. Yusuf (2005) asserted that effective integration of information and communication technologies into education equips learners with digital competencies required for participation in the global knowledge economy. Likewise, Obi and Ode (2019) observed that adult learners who actively engage with mobile learning platforms demonstrate greater confidence in using digital technologies for academic, professional, and entrepreneurial purposes. Mobile applications also facilitate collaborative learning through discussion forums, instant messaging, video conferencing, and peer interaction, thereby strengthening learners' oral, written, and interpersonal communication skills. Furthermore, mobile learning contributes significantly to the development of problem-solving and critical thinking skills by exposing learners to interactive learning activities, case studies, simulations, quizzes, and real-life scenarios that require analytical reasoning and informed decision-making. Mobile learning applications encourage learners to identify problems, search for relevant information, evaluate alternatives, and implement appropriate solutions independently. Hwang and Tsai (2011) argued that mobile technologies promote higher-order thinking by supporting inquiry-based and experiential learning approaches. Within the Nigerian context, Olaleye, Oyediran, and Daramola (2018) reported that learners who regularly utilize mobile learning applications exhibit improved creativity, adaptability, and independent learning behaviours compared to those relying solely on conventional instructional methods. These competencies are indispensable for adult learners seeking career advancement, improved workplace performance, and lifelong learning in an increasingly technology-driven society. Despite these advantages, the effectiveness of mobile learning in developing workplace skills remains dependent on factors such as internet accessibility, digital literacy, availability of learning resources, and institutional support. 2.3 Mobile Learning Applications and Job Performance Concept of Job Performance Job performance refers to the extent to which an individual effectively and efficiently accomplishes assigned duties and responsibilities in line with organizational goals and expectations. It encompasses employees' ability to apply knowledge, skills, and competencies to achieve desired outcomes while maintaining quality, productivity, and professionalism. Job performance is commonly evaluated using indicators such as productivity, quality of work, timeliness, efficiency, innovation, communication, teamwork, and problem-solving ability. According to John P. Campbell et al. (1993), job performance comprises behaviours and actions that contribute directly to organizational objectives rather than merely the outcomes produced. This definition emphasizes that effective performance depends not only on task completion but also on the competencies, attitudes, and behaviours demonstrated in the workplace. In the Nigerian context, job performance has become increasingly important as organizations seek employees who possess relevant digital competencies and can adapt to technological changes in the workplace. The integration of information and communication technologies into organizational processes has altered the nature of work, requiring employees to continuously update their knowledge and skills to remain productive and competitive. Yusuf (2005) argued that the effective utilization of ICT enhances employees' competence, productivity, and capacity to respond to the demands of the digital economy. Similarly, Adebayo and Adesope (2019) observed that employees with higher levels of technological competence tend to demonstrate greater efficiency, improved decision-making, and better workplace performance than those with limited digital skills. In adult education, job performance is regarded as one of the most significant outcomes of learning because the acquisition of relevant competencies enables adult learners to improve productivity, adapt to workplace innovations, and contribute meaningfully to organizational development. Relationship between Mobile Learning and Workplace Productivity, Efficiency, and Performance Mobile learning applications have become powerful tools for improving workplace productivity, efficiency, and overall job performance by providing employees and adult learners with continuous access to knowledge, professional training, and skill development opportunities. Unlike conventional training methods, mobile learning enables individuals to acquire new competencies at their own pace without interrupting work schedules, thereby promoting continuous professional development. Through educational applications, instructional videos, online certification courses, virtual simulations, and collaborative learning platforms, workers can update their knowledge and immediately apply newly acquired skills to workplace tasks. Marc J. Rosenberg (2019) argued that digital learning technologies enhance organizational performance by enabling employees to continuously improve their competencies in response to evolving industry demands. Likewise, Hwang and Tsai (2011) maintained that mobile learning promotes experiential and self-directed learning, which enhances employees' ability to perform tasks accurately and efficiently. Empirical evidence from Nigeria supports the positive relationship between mobile learning and workplace performance. Eze, Chinedu-Eze, and Bello (2018) found that the adoption of mobile learning technologies improved learners' digital competence, independent learning skills, and readiness for professional responsibilities. Similarly, Obi and Ode (2019) reported that adult learners who frequently utilized mobile learning applications demonstrated greater confidence in applying digital technologies to solve workplace problems, communicate effectively, and undertake professional tasks. Akanbi and Adeyemi (2018) further noted that mobile learning contributes significantly to workforce development by enhancing entrepreneurial competence, technical expertise, and innovation among Nigerian learners. These competencies enable employees to improve service delivery, increase productivity, and adapt more effectively to organizational changes in an increasingly digital work environment. Despite these positive outcomes, the extent to which mobile learning improves workplace productivity and performance depends on several enabling factors. Nigerian researchers have identified poor internet connectivity, high cost of mobile data, inconsistent electricity supply, limited digital literacy, and inadequate institutional support as major constraints affecting the effective utilization of mobile learning technologies. Olaleye, Oyediran, and Daramola (2018) observed that these infrastructural and technological challenges reduce learners' engagement with mobile learning platforms and consequently limit the development of workplace competencies. Similarly, Aduwa-Ogiegbaen and Iyamu (2005) argued that the benefits of ICT-based learning cannot be fully realized without adequate infrastructure, supportive institutional policies, and continuous digital capacity building. Therefore, while mobile learning has considerable potential to improve productivity, efficiency, and job performance among adult learners, maximizing these benefits requires sustained investment in digital infrastructure, affordable internet access, and learner support systems. 3.0 Methodology This study will adopt a descriptive survey research design to assess the effectiveness of mobile learning applications on skill acquisition and job performance among adult learners in Kogi State. The design will be considered appropriate because it will enable the collection of data from a representative sample and provide insights into existing conditions, trends, and relationships among variables without manipulation. 3.1 Study Area The study will be conducted in Kogi State, located in the North-Central region of Nigeria. Kogi State will be selected due to its diverse population, presence of adult education centres, vocational training institutions, and tertiary institutions that offer opportunities for adult learning. The state’s mixed urban and rural settings will provide a representative context to examine the use of mobile learning applications among adult learners with different socio-economic backgrounds. 3.2 Study Population/Subjects The population of the study will comprise adult learners enrolled in continuing education programmes, vocational and technical training centres, and tertiary institutions in Kogi State. These learners will be considered suitable because they actively engage in learning activities that aim to enhance both personal and professional skills. A stratified random sampling technique will be used to ensure representation of participants across different educational levels, occupations, and geographic locations within the state. The sample size will be determined using standard sampling formulas to ensure reliability and validity of findings. 3.3 Data Collection Data will be collected using a structured questionnaire developed by the researcher. The questionnaire will include sections on demographic information, frequency and extent of mobile learning application usage, types of skills acquired, perceived impact on job performance, and challenges affecting utilization. Respondents will be asked to indicate their responses on a Likert-scale format ranging from strongly agree to strongly disagree. The questionnaire will be validated by experts in educational technology and adult education to ensure content accuracy, and a pilot study will be conducted to test reliability using Cronbach’s Alpha coefficient. 3.4 Data Analysis The data collected will be analyzed using both descriptive and inferential statistical techniques. Descriptive statistics such as frequency counts, percentages, mean, and standard deviation will be used to summarize respondents’ characteristics and responses. Inferential statistics, including correlation analysis, will be employed to examine the relationship between mobile learning application usage, skill acquisition, and job performance. All analyses will be conducted at a 0.05 level of significance to determine the strength and direction of relationships among the variables. The results indicate a fairly balanced gender distribution, with 154 respondents (51.3%) being female and 146 (48.7%) male. Most respondents were within the 30–39 years age group (34.0%), followed by those aged 18–29 years (26.7%) and 40–49 years (24.3%), while respondents aged 50 years and above constituted 15.0% of the sample. This suggests that the study largely involved adults in their active working and learning years. Regarding educational qualification, the majority of the respondents possessed HND/Bachelor's degrees (40.0%), followed by NCE/ND holders (35.7%), indicating that most participants had tertiary education. In terms of occupation, civil servants (29.7%) and self-employed respondents (25.0%) constituted the largest groups. Furthermore, 40.3% of the respondents had been using mobile learning applications for 1–3 years, while 30.4% had 4–6 years of experience. This implies that most respondents had adequate exposure to mobile learning applications, making them suitable participants for assessing their effectiveness on skills acquisition and job performance. The findings show that all the items recorded mean scores above the benchmark of 2.50, with mean values ranging from 4.08 to 4.13. The highest-rated item was 'Mobile learning applications are my preferred source of learning materials' (Mean = 4.13, SD = 0.95), while the lowest mean score was recorded for 'I use mobile learning applications to improve my professional knowledge' (Mean = 4.08, SD = 0.94). The grand mean of 4.10 with a standard deviation of 0.95 indicates that respondents generally agreed that they extensively utilize mobile learning applications for educational and professional development. This finding suggests a high level of adoption and acceptance of mobile learning applications among adult learners in Kogi State, highlighting their importance as accessible tools for continuous learning and professional advancement. The highest mean score was obtained for the item on increased confidence in performing work-related tasks (Mean = 4.12, SD = 0.93), while the lowest was for improved digital literacy skills (Mean = 4.07, SD = 0.96). The grand mean of 4.10 and standard deviation of 0.94 indicate that respondents agreed that mobile learning applications have significantly enhanced their digital literacy, technical, communication, problem-solving, and work-related competencies, suggesting that these applications are effective tools for skills acquisition among adult learners in Kogi State. The grand mean of 4.11 and standard deviation of 0.94 indicate that respondents agreed that mobile learning applications have a positive influence on workplace productivity, efficiency, quality of work, and overall job performance among adult learners. The highest-rated challenge was the high cost of internet data (Mean = 3.35, SD = 1.14), followed by irregular electricity supply (Mean = 3.31, SD = 1.15), while limited digital skills had the lowest mean score (Mean = 3.18, SD = 1.16). The grand mean of 3.28 and standard deviation of 1.16 indicate that respondents agreed that internet connectivity, data costs, inadequate digital skills, limited institutional support, and unstable power supply are major challenges affecting the effective utilization of mobile learning applications among adult learners. Interpretation of Table 6 Table 6 shows that all the proposed strategies for enhancing the effective integration of mobile learning applications obtained mean scores above the criterion mean of 2.50, ranging from 4.15 to 4.20. The highest-rated strategy was government support for the successful integration of mobile learning into adult education programmes (Mean = 4.20, SD = 0.88), while the provision of affordable internet access recorded the lowest mean score (Mean = 4.15, SD = 0.91). The grand mean of 4.18 and standard deviation of 0.89 indicate that respondents strongly agreed that affordable internet access, digital literacy training, government support, institutional integration of mobile learning, and continuous technical support are essential strategies for improving the effectiveness of mobile learning applications among adult learners. 4.3 Test of Hypotheses The hypotheses were tested using the Pearson Product Moment Correlation at the 0.05 level of significance. Hypothesis One H01: There is no significant relationship between the utilization of mobile learning applications and skills acquisition among adult learners in Kogi State. This indicates that increasing challenges such as poor internet connectivity, high data costs, inadequate digital skills, limited institutional support, and irregular electricity supply are associated with lower levels of skills acquisition and job performance among adult learners. These hypothesis-testing results are internally consistent with the descriptive findings and provide a solid basis for the subsequent Discussion of Findings, where the results will be interpreted in relation to existing empirical studies. 4.4 Discussion of Findings The findings of this study revealed that adult learners in Kogi State extensively utilize mobile learning applications for educational and professional development. The high grand mean of 4.10 indicates that respondents regularly use mobile learning applications to access learning materials, improve professional knowledge, and acquire new competencies. This finding reflects the growing acceptance of mobile technologies as flexible learning tools among adult learners. The result is consistent with the findings of Eze, Chinedu-Eze, and Bello (2018), who reported that the adoption of mobile learning technologies significantly enhanced learners' engagement, independent learning, and access to educational resources in Nigerian tertiary institutions. Similarly, Obi and Ode (2019) found that adult learners in Nigeria demonstrated positive attitudes toward mobile learning because it provides convenient and flexible opportunities for continuous learning. The finding also corroborates Yusuf (2005), who argued that integrating information and communication technologies into education expands learning opportunities and improves access to knowledge. The implication is that mobile learning has become an indispensable component of adult education, enabling learners to balance educational pursuits with occupational and family responsibilities. The study further established that mobile learning applications significantly enhance skills acquisition among adult learners, with a grand mean of 4.10. Respondents agreed that mobile learning improved their digital literacy, technical competence, communication skills, problem- solving abilities, and confidence in performing work-related tasks. This finding supports Akanbi and Adeyemi (2018), who observed that digital learning environments facilitate the development of vocational, entrepreneurial, and digital competencies required for sustainable employment in Nigeria. Likewise, Nwachukwu and Olatunji (2020) reported that technology-supported learning significantly improves practical skills and lifelong learning competencies among adult learners. The result is also in agreement with Eze et al. (2018), who concluded that the use of digital learning platforms contributes to improved digital competence and independent learning. The significant positive relationship established between mobile learning utilization and skills acquisition further demonstrates that increased use of mobile learning applications enhances learners' capacity to acquire relevant workplace competencies. The findings also revealed that mobile learning applications have a significant positive influence on job performance among adult learners, as indicated by the grand mean of 4.11 and the significant positive correlation obtained from the hypothesis test (r = 0.781, p < 0.05). Respondents agreed that mobile learning improved workplace productivity, efficiency, quality of work, and overall job performance. This finding agrees with Yusuf (2005), who asserted that ICT integration improves employees' productivity and effectiveness in the workplace. It also supports Adebayo and Adesope (2019), who found that employees possessing higher digital competencies demonstrated better job performance and organizational effectiveness. Furthermore, Obi and Ode (2019) observed that adult learners who regularly utilize digital learning platforms are better equipped to adapt to workplace innovations and solve emerging professional challenges. This finding suggests that continuous engagement with mobile learning applications contributes significantly to workforce development and organizational productivity. Another important finding of the study was that respondents acknowledged several challenges affecting the effective utilization of mobile learning applications. The identified challenges included poor internet connectivity, high cost of internet data, inadequate digital skills, limited institutional support, and irregular electricity supply, with a grand mean of 3.28. These findings are consistent with Aduwa-Ogiegbaen and Iyamu (2005), who identified inadequate ICT infrastructure, unstable electricity supply, and limited institutional support as major barriers to effective technology integration in Nigerian education. Similarly, Olaleye, Oyediran, and Daramola (2018) reported that poor internet services, high data costs, and inadequate digital literacy reduce learners' participation in mobile learning activities. The significant negative relationship between these challenges and skills acquisition/job performance indicates that the persistence of these constraints reduces the effectiveness of mobile learning applications in enhancing learning outcomes and workplace performance. Finally, the study found that respondents strongly supported various strategies for improving the integration of mobile learning applications into adult education programmes, with a grand mean of 4.18. These strategies include government support, affordable internet access, regular digital literacy training, institutional integration of mobile learning, and continuous technical support. This finding corroborates the recommendations of Eze et al. (2018), who advocated increased investment in ICT infrastructure and digital capacity building to improve technology-enhanced learning in Nigeria. It also aligns with the views of Yusuf (2005), who emphasized that supportive educational policies, improved ICT infrastructure, and continuous training are essential for maximizing the benefits of digital learning. The finding underscores the need for collaborative efforts among government agencies, educational institutions, employers, and telecommunication providers to create an enabling environment for effective mobile learning adoption. 5.1 Conclusion The study concluded that mobile learning applications are effective tools for promoting skills acquisition and improving job performance among adult learners in Kogi State. The findings demonstrated that adult learners widely utilize mobile learning applications for educational and professional development, leading to significant improvements in digital literacy, technical competence, communication, problem-solving skills, workplace productivity, and overall job performance. Although challenges such as poor internet connectivity, high data costs, inadequate digital literacy, limited institutional support, and irregular electricity supply constrain the effective utilization of mobile learning, the study established that these barriers can be addressed through coordinated interventions. Overall, mobile learning applications represent a valuable resource for advancing adult education, lifelong learning, and workforce development in Nigeria. 5.2 Recommendations Based on the findings of the study, the following recommendations are made: 1. Adult education providers should formally integrate mobile learning applications into instructional delivery to enhance flexible learning, continuous professional development, and skills acquisition among adult learners. 2. Government and educational policymakers should improve digital infrastructure by expanding broadband internet coverage, subsidizing internet data costs, and ensuring stable electricity supply to support effective mobile learning. 3. Educational institutions and employers should organize regular digital literacy and capacity- building programmes to improve adult learners' ability to effectively utilize mobile learning technologies for personal and professional development. 4. Government agencies and development partners should provide adequate funding, technical support, and policy frameworks that encourage the adoption and sustainable integration of mobile learning applications into adult education and workforce development programmes. 5. Telecommunication service providers should collaborate with educational institutions to develop affordable educational data packages and mobile learning platforms that enhance access to quality learning resources for adult learners across Nigeria.
