Assessment of the Problems and Prospects of Property Management in Owerri, Imo State, Nigeria

Abstract

Property management plays a critical role in sustaining the functional, economic and physical performance of real estate assets particularly in rapidly urbanizing cities such as Owerri, Imo State. Despite the increasing demand for residential, commercial and institutional properties in Owerri, effective property management practice continues to face numerous challenges that undermine service delivery and asset value optimization. This paper assessed the problems and prospects of property management in Owerri, Imo State with a view to identifying prevailing challenges, evaluating existing management practices, and highlighting emerging opportunities for improved performance. The paper adopted a descriptive survey research design, drawing data from registered Estate Surveyors and Valuers, property managers, landlords, and tenants operating within Owerri metropolis. Primary data were obtained through structured questionnaires and key informant interviews, while secondary data were sourced from textbooks, professional reports, journals, and regulatory documents. Data collected were analyzed using descriptive statistical tools such as frequency distribution tables, percentages, mean score ranking, and charts. The findings revealed that major problems confronting property management in Owerri include rent default by tenants, inadequate maintenance culture, poor legal enforcement mechanisms, lack of modern management tools, and limited professional engagement in property administration. Conversely, the study identified significant prospects such as growing urban population, increased private real estate investment, adoption of information and communication technology , professional regulation by recognized bodies, and rising awareness of the benefits of professional property management services. The study concluded that while property management practice in Owerri is fraught with structural and operational challenges, its prospects remain strong if supported by policy reforms, technological adoption, professional compliance, and stakeholder collaboration. The study therefore recommends enhanced regulatory enforcement, capacity building, and integration of modern management technologies to improve property management outcomes in Owerri, Imo State.
