Effects of Migration Patterns and Insecurity in Adamawa State, Nigeria
Abstract
This study aims to put in perspective the effect of migration patterns and the prevalence of insecurity in Adamawa State, Nigeria. The study adopts a mixed-method approach in order to investigate the causal relationship that exist between migratory flux of people and localized insecurity in the study area. Quantitative panel data were assessed from security reports and qualitative semi-structured interviews were conducted with key community stakeholders and analyzed. Primary data collected took into consideration the views of security experts and policy makers and were used to evaluate the operational challenges associated with the ECOWAS Protocol in human migration in security-challenging situations and communities in the region. Data from the Displacement Tracking Matrix and the National Emergency Management Agency were also accessed to map the correlation between regional displacement patterns and incidents of organized crime. The study shows that there is an impressive positive correlation between surge of people emanating from cross-border populations that are displaced and the frequency of recorded kinetic events within some key Local Government Areas such as Mubi and Maiha. These findings suggest that uncontrolled migration routes serve as strategic conduits for the clandestine transport of small arms and light weapons into hinterland communities, directly fueling the intensification of local communal violence. The study also indicates that the proliferation of small arms and other dangerous weapons is aggravated by the dual factors of economic marginalization of people in these communities and the lack of institutional capacity of state actors, which in turn negatively affects the legitimate monopoly of force and its corresponding enforcement on violators hence providing a fertile ground for the unrelented recruitment of criminal elements to expand the horizon of insecurity in the State. The study recommends that governments at all levels should develop and implement multidimensional strategies that will place emphasis on addressing the socio-economic strangulation of citizens and reinforce regional institutional accountability in line with established guidelines and protocols.
