Anti-Corruption Mitigatory Measures in Trading of Maize Grain and Tobacco: A Critical Analysis of Research-Based Observations in the Midlands Province’s Agrarian Sector in Zimbabwe

Abstract

This paper focuses on how corruption affects the trading of Maize grain and Tobacco basing on research findings obtained in an unpublished doctoral thesis by the same author in the Agrarian sector in the Midlands Province in Zimbabwe between 2000 and 2018. The paper highlights issues on Grain-Marketing Boards’ handling of the grain particularly moisture content at delivery point by the farmers, recycling of the purchased grain by the millers, smuggling of maize grain into the country for resell at GMB depots, under payment of farmers in remote areas and preferential payment schedules for the delivered grain. The paper made effort to provide mitigatory or a therapeutic protocol for handling corruption in these areas as guided by ethnographic research findings from the earlier cited unpublished doctoral Thesis. Issues involving the trading and handling of Tobacco was delimited to trading activities in the auction floors and procumbent of the Grower’s number. The paper also provides a therapeutic protocol that mitigates against the effects of corruption as guided by the research results from the doctoral document earlier cited. The paper took a position that trading of Maize grain in the Zimbabwe‘s Grain Marketing Board depots and of Tobacco in the centralized auction floors in Harare are marred by high levels of corruption hence the need to design and develop mitigatory measures that curb the dysfunctional effects in the trading of the two crops as guided by the anti-corruption systems where the application of the CGEPP-(Central Government, Education, Prevention and Prosecution) model would be the vagus therapeutic tool.
