Enhancing Social Studies Education for 21st-Century Learners: A Preliminary Qualitative Study of Instructional Challenges and Pedagogical Innovations in Philippine Elementary Schools

Abstract

The demands of 21st-century education require a reconfiguration of Social Studies pedagogy to align with the needs of digitally oriented learners. This study examines the instructional challenges, pedagogical strategies, and technological dynamics shaping Araling Panlipunan (Social Studies) instruction in Philippine elementary schools. Using a qualitative descriptive design, data were drawn from structured interview reports involving Social Studies teachers in Misamis Oriental, Philippines. The Thematic analysis revealed four major challenges: digital distraction, perceived irrelevance of content, low student motivation, and inequitable access to technology. Findings indicate that effective instructional responses include contextualization of content, interactive and collaborative learning, integration of multimedia resources, and alignment with current societal issues. Technology was found to have a dual function, enhancing engagement while simultaneously introducing pedagogical constraints. The study underscores the need for sustained teacher professional development, curriculum responsiveness, and equitable access to resources. Implications for educational policy and classroom practice are discussed.
