Green Infrastructure: Pathway for Sustainability in Niger Delta

Abstract

Green infrastructure (GI) has emerged globally as a sustainable and nature-based approach to addressing environmental degradation, climate change impacts, and urban resilience challenges. In the Niger Delta region of Nigeria, persistent environmental problems such as flooding, oil pollution, land degradation, and biodiversity loss continue to threaten livelihoods and sustainable development. Despite the recognized potential of green infrastructure to provide ecosystem-based solutions, its implementation in the region remains limited due to inadequate funding, weak institutional capacity, and insufficient integration of innovative financing mechanisms. This study examines the pathway for adopting green infrastructure as a sustainability strategy in the Niger Delta, with particular emphasis on the role of Public–Private Partnerships as an enabling framework for infrastructure delivery. The research explores how PPP models can mobilize private sector investment, technical expertise, and managerial efficiency to bridge existing infrastructure deficits and enhance environmental sustainability. The study is grounded within sustainability discourse and aligns with the United Nations Sustainable Development Goals , particularly SDG 9 (Industry, Innovation and Infrastructure), SDG 11 (Sustainable Cities and Communities), SDG 13 (Climate Action), and SDG 15 (Life on Land). A mixed-methods approach is adopted, combining qualitative and quantitative data from stakeholders in environmental management, infrastructure development, and policy institutions within the Niger Delta. The study analyzes existing green infrastructure conditions, evaluates implementation challenges, and assesses the potential of PPP-driven frameworks for scaling sustainable interventions. Findings suggest that while awareness of green infrastructure is increasing, its practical implementation is constrained by governance inefficiencies and financing gaps. The study concludes that integrating structured PPP frameworks into green infrastructure planning can significantly enhance sustainability outcomes, improve environmental resilience, and accelerate progress toward achieving the SDGs in the Niger Delta.
