Black Energy in Texas: Energy Transition and Labor Market Equity- Integrating Workforce Development into State Energy Policy

Abstract

Texas stands at the center of the American energy economy, yet persistent racial disparities continue to shape workforce participation and leadership within the sector. This policy brief examines the structural barriers that limit the representation and advancement of Black Texans across oil, gas, and emerging renewable industries, despite their historic contributions to the state’s energy development. Drawing on workforce data and policy analysis, the study highlights inequities in recruitment pipelines, leadership mobility, procurement access, and compensation. It argues that expanding equity is both a matter of social responsibility and a strategic imperative for sustaining innovation and competitiveness in a rapidly evolving energy landscape. The brief proposes a coordinated advancement strategy centered on leadership fellowships, strengthened partnerships with HBCUs and professional associations, and modernized accountability frameworks.
