Social Media-Driven Coordination and Reporting for Real-Time Emergency Situations Management

Abstract

An incident is among the most unfavorable events that significantly affect the society and decrease the reliability of the system. The impact of an incident or disruption due to the incident could be minimized by implementing real-time intervention strategies. The effectiveness of the intervention measures depends on accurate real-time information about the location, duration, and impact of the incident. Coping with an emergency involves the coordination of information and services about what has happened and is expected to happen to whom, what can be done and who can take action with what resources. This paper proposes a software design architecture and a web-based implementation of a social media-driven system that enhances the extraction, classification, notification and reporting of well-coordinated emergency situations for decision making. Our system promptly detects small scale emergency events posted on the X (formerly Twitter) social media platform and sends notification e-mails to the appropriate agencies for timely response.
