An Investigation into the Impact of Technological Advancements on the Operations and Service Delivery of Public Institutions: A Socio-Technical Analysis

Abstract

This study investigates the impact of digital transformation driven by Artificial Intelligence (AI), Blockchain, and Big Data on public institutions' operations and service delivery. While existing literature emphasizes the potential of these technologies to enhance efficiency, transparency, and citizen-centricity, their successful adoption is often mediated by critical human and organizational factors. This research examines the relationship between public servants' familiarity with digital tools and their perception of transformation benefits. Employing a quantitative methodology, hypothetical survey data was collected from a sample of 150 public servants. Key variables, including 'Self-Rated Familiarity with Digital Technologies' and 'Perception of Positive Impact,' were measured on a 5-point Likert scale. A Chi-Square Test of Independence revealed a statistically significant association (p < 0.05) between the two variables, indicating that employees with higher familiarity are significantly more likely to perceive a positive impact on service delivery and operational efficiency. The findings affirm that digital transformation is a socio-technical endeavor, concluding that technological investment must be coupled with robust strategies for building digital literacy and competence within the public sector workforce.
