There should be recruitment, appointment of staff and assignment of duties. 3. There should be program, planning and evaluation with the attendant timelines for programme implementation. 4. There should be budget, planning, approval of the highest authority to control expenditures and the search for additional funding to enable full execution of programs. 5. There should be planned maintenance and supervision of facilities to keep it up to date and functional. It therefore behooves on sports administrators to perform their role superficially as effort is not geared towards achieving effective grassroot sport development. Conclusion Conclusively, this study has revealed the imperative of achieving effective organisation of grassroot development in Ngor-Okpala LGA, Imo State through deployment of administrative indices such as policy implementation, planning, coordinating, directing, budgeting and funding. These aforementioned indices are germane in accelerating the development of grassroot sport in Imo State. Recommendations From the foregoing, the following recommendations are hereby made: i. Sports managers are advised to take planning and implementation very seriously if they want to achieve effective Organisation of grassroot sport. ii. Every sports manager should know how to coordinate and direct grassroot sport. iii. Sports managers should endeavor to practice transparency and accountability in the discharge of their duties. iv.
