Evaluation of Fire Prevention Infrastructure and Equipment in Tertiary Institutions in Nigeria

Abstract

Fire prevention infrastructure constitutes a critical component of safety governance in tertiary institutions, particularly in Nigeria where rapid campus expansion, aging buildings, and weak regulatory enforcement heighten vulnerability to fire outbreaks. This study aimed to assess the availability of fire prevention infrastructure, evaluate compliance with national fire safety regulations, and propose strategies for improving fire prevention infrastructure and equipment in Nigerian tertiary institutions. The study was anchored in risk management theory, which emphasizes systematic identification, assessment, and mitigation of hazards through preventive infrastructure and institutional planning. A non-empirical methodology was adopted, relying on a comprehensive review and thematic analysis of peer reviewed literature, policy documents, institutional reports, and regulatory frameworks relevant to fire safety in Nigerian tertiary institutions. The findings revealed that while federal institutions show relatively higher availability of basic fire safety equipment such as fire extinguishers and smoke detectors, overall provision remains inadequate, with advanced systems like sprinklers and hydrants largely absent. Compliance with national fire safety regulations was generally low across all institution types, characterized by weak enforcement, limited routine maintenance, poor staff training, and low awareness of evacuation protocols. The study concluded that deficiencies in fire prevention infrastructure are not only technical and financial but fundamentally governance related, reflecting low prioritization of preventive safety planning. It recommended enforceable regulatory oversight, compulsory safety audits linked to accreditation, sustained investment in modern fire prevention infrastructure, and continuous capacity building for staff and students to institutionalize a proactive fire safety culture in Nigerian tertiary institutions.
