The Evolution and Assessment of Intelligence Architectures in Nigerian Security: A Historical Analysis

Abstract

This paper has discussed the development and evaluation of intelligence structures in Nigeria, and how these structures are effective in dealing with the modern internal security issues. The study follows the historical evolution of intelligence systems in Nigeria, which started with indigenous security establishments in the pre-colonial period and colonial surveillance systems, through the centralization of the systems in the post-independent era, expansions of the systems in the military era, and the reform in the democratic era. The study uses a mixed-methodology, which involves historical analysis, document review, and empirical evidence based on the scholarly literature to assess the structure, coordination, and the operational performance of important intelligence agencies such as the Department of State Services , National Intelligence Agency , and Defence Intelligence Agency . A set of observations indicated that the intelligence architecture of Nigeria is limited due to structural fragmentation, inter-agency competition, low technological potential, ineffective training, and legal gray areas, even with institutional development and functional competences. These constraints have impacted the efficiency of intelligence operations as per counterterrorism, insurgency, organized crime, and the arising cyber threats. The research indicated that integrated intelligence systems, improved inter-agencies coordination, technological update, and total policy and legal changes are the key requirements to improve management of national security. The study adds value to the body of knowledge in offering historical, institutional, and empirical framework to the study of intelligence efficacy in post-colonial states, as well as, providing practical recommendations on the introduction of policy and capacity building programs in Nigeria.
