Reliability Engineering Framework for Cloud Based Government and Financial Information Systems

Abstract

The accelerated adoption of cloud computing by government institutions and financial organizations has transformed public service delivery, fiscal management, and financial intermediation. However, the migration of mission-critical information systems to cloud environments introduces complex reliability challenges with far-reaching implications for economic stability, public trust, and national security. Government and financial information systems demand exceptionally high levels of system continuity, data integrity, and fault tolerance due to their central role in governance, monetary transactions, and regulatory compliance. This proposes a structured reliability engineering framework tailored to cloud-based government and financial information systems, integrating technical, operational, and institutional dimensions of reliability. The framework is grounded in classical reliability engineering principles such as failure analysis, redundancy design, and recovery optimization while incorporating cloud-specific architectures, including multi-region deployment, automated scaling, and distributed data replication. It emphasizes proactive failure prevention through resilient system design, continuous monitoring, and predictive maintenance, alongside reactive mechanisms such as incident response automation and disaster recovery planning. Beyond technical controls, the framework embeds governance and compliance mechanisms, aligning reliability objectives with regulatory standards, service-level agreements, and accountability structures specific to public and financial sectors. This further situates reliability engineering within broader risk management and operational resilience strategies, recognizing the interdependencies between cloud service providers, regulatory institutions, and critical national infrastructure.
