point for future investigations into social media use in electoral management and public administration, particularly within sub-national contexts in developing democracies. 1.3 Objectives of the Study The primary objective of this study is to examine the effect of selected social media platforms on service delivery by the Independent National Electoral Commission in Akwa Ibom State, Nigeria. Specifically, the study seeks to: i. determine the effect of WhatsApp (instant messaging) on service delivery by INEC in Akwa Ibom State. ii. investigate the effect of Instagram networking on service delivery by INEC in Akwa Ibom State; and iii. assess the extent of influence of Telegram on service delivery by INEC in Akwa Ibom State. 1.4 Research Questions The following research questions were formulated to guide the study: i. What is the effect of Whatsapp (instant messaging) on service delivery by INEC, Akwa Ibom State? ii. What is the effect of Instagram network on service delivery by INEC, Akwa Ibom State? iii. Literature Review 2.1 Conceptual Framework Conceptual Model Source: Author, 2025 2.1.1 Social Media Within the conceptual framework of this study, social media is conceptualized as a decentralized and interactive digital communication system that enables information creation, sharing, and real-time engagement among users (Suminas, 2010; Igbashangev et al., 2023). Social media platforms such as WhatsApp, Instagram, and Telegram facilitate bidirectional communication, collaboration, and community building, distinguishing them from traditional one-way media channels (Kaplan & Haenlein, 2010; Newson & Patten, 2008). These platforms are driven by internet and mobile technologies and are commonly associated with Web 2.0, where users actively generate and exchange content (Research Information Network, 2011). Social media is characterized by speed, accessibility, interactivity, and wide reach, enabling rapid dissemination of information across geographical boundaries (Friedman, 2007). In the context of public institutions, social media enhances participation, transparency, and responsiveness by allowing direct engagement between service providers and citizens (Igbashangev et al., 2023). However, its application in public service delivery also presents challenges, including digital inequality, misinformation, and the need for structured communication strategies (Ibrahim & Nwanyanwu, 2020; Olayemi & Afolabi, 2021). In this study, social media is operationalized through WhatsApp, Instagram, and Telegram as communication tools used by INEC to support service delivery functions. It represents the practical interface between the state and the citizenry and is central to democratic governance (Walle & Scott, 2009). Effective public service delivery is assessed based on the government’s ability to provide timely, affordable, equitable, and transparent services that meet citizens’ needs. Scholars identify key dimensions of service delivery to include accessibility, quality, equity, responsiveness, and accountability (Parasuraman et al., 1988; Bovens, 2007; UNDP, 2015). Accessibility ensures that services reach all segments of society, while quality emphasizes reliability and timeliness. Equity focuses on fair and inclusive distribution, and accountability ensures that public institutions are answerable to citizens and regulatory frameworks. In the context of this study, service delivery by INEC is examined in terms of how social media platforms enhance accessibility to electoral information, transparency in operations, responsiveness to public inquiries, and voter education in Akwa Ibom State. 2.1.3 Instant Messaging (WhatsApp) Instant messaging refers to a real-time internet-based communication system that enables users to send and receive text, images, videos, and files instantly (Oxford Dictionary, 2019; Merriam- Webster, 2020). Kaplan and Haenlein (2010) and Boyd and Ellison (2007) describe instant messaging as a form of computer-mediated communication characterized by immediacy and interactivity. WhatsApp, as a cross-platform instant messaging application, facilitates rapid information exchange, group communication, and multimedia sharing (Quinn & Oldmeadow, 2013; Church & de Oliveira, 2013). Within the context of electoral administration, WhatsApp provides a channel for real-time updates, feedback, and dissemination of official information, thereby enhancing accessibility and responsiveness in public service delivery (Global WebIndex, 2015). 2.1.4 Visual Content Network (Instagram) Instagram is a visual-based social networking platform that enables users to share photos, videos, and stories while engaging through likes, comments, and hashtags (Oxford Dictionary, 2019; Merriam-Webster, 2020). As part of Web 2.0 applications, Instagram supports the creation and exchange of user-generated content (Kaplan & Haenlein, 2010). Boyd and Ellison (2007) describe such platforms as systems that allow users to create profiles and interact within bounded networks. Due to its visual orientation and wide youth appeal, Instagram has become a significant medium for public engagement, opinion expression, and information dissemination. In electoral contexts, Instagram supports transparency, voter education, and visual communication of electoral activities, contributing to improved service delivery (Gibson & Singleton, 2015; Tuten & Solomon, 2017). 2.1.5 Secure Messaging (Telegram) Secure messaging refers to digital communication systems designed to protect message content from unauthorized access through encryption, ensuring confidentiality and integrity (Schneier, 2015). Telegram is a messaging platform that incorporates cryptographic protocols, including end-to-end encryption in secret chats, to enhance privacy and security (Diffie & Hellman, 1976). Scholars emphasize that secure messaging platforms reduce the risks of interception and manipulation of information (Marlinspike, 2016; Zimmermann, 1995). Telegram supports large-scale information dissemination through channels and groups while maintaining data security. In the context of public service delivery, Telegram provides a reliable platform for jpaswr distributing official information, managing communication at scale, and safeguarding sensitive electoral communications, thereby strengthening transparency and trust (Snowden, 2019). 2.2 Theoretical Framework of the Study This study is anchored on the Diffusion of Innovations Theory, propounded by Everett M. Rogers (1962). The theory explains how new ideas, technologies, or practices spread within a social system over time through specific communication channels. Rogers posits that the adoption of innovations is influenced by four key elements: the innovation itself, communication channels, time, and the social system. These elements collectively determine how rapidly and effectively an innovation is embraced by individuals and institutions.
