The Paradox of Proactive Defense: Comparing Pre-Emptive Strategies and Adaptive Tactics for Low-Probability, High-Impact Threats

Abstract

Low-probability, high-impact (LPHI) threats such as cyberattacks, pandemics, cascading infrastructure failures, and compound disasters pose significant challenges for contemporary risk governance due to their unpredictability and catastrophic potential. This study examined the paradox of proactive defense by comparing the effectiveness of pre-emptive strategies and adaptive, resilience-based tactics across cybersecurity, national security, disaster management, and biosecurity domains. Using a qualitative comparative research design and systematic literature analysis, the study found that pre-emptive strategies can reduce vulnerability windows and, in some cases, prevent escalation, but they rely heavily on predictive accuracy and may generate false positives, escalation risks, and resource misallocation. Adaptive strategies, in contrast, provide strong flexibility and robust performance under uncertainty but expose systems to potentially severe initial impacts.
