Air Transport Agreement between the Syrian Arab Republic and the Arab Republic of Egypt (1992)

Ahmed Falah Hassan PhD, Salem Ismail Mustafa PhD

Abstract

This study analyzes the Air Transport Agreement signed in 1992 between the Syrian Arab Republic and the Arab Republic of Egypt by restating its provisions article by article and situating them within the international legal framework for civil aviation as established by the 1944 Chicago Convention and its relevant Annexes. The research examines the historical, economic, and security background of the aviation industry and approaches the agreement’s provisions from the perspectives of economic regulation (capacity, tariffs, competition), sovereignty and jurisdiction (charges, exemptions, national laws), safety and security (mutual recognition, aviation security), and dispute resolution (negotiation and arbitration). It also provides a brief comparative review of subsequent Arab and international trends (air liberalization, multiple designations, code-sharing, consumer protection, environmental sustainability) and concludes with practical recommendations for updating the agreement in line with contemporary standards.
