Gender and Youths’ Access and Utilization of Empowerment Programmes in Ogbia Local Government Area: A Qualitative Approach

Abstract

This study explored the influence of gender on youths’ access to and utilization of empowerment programmes in Ogbia Local Government Area of Bayelsa State, employing a qualitative research approach. Using in-depth interviews (IDI) and focus group discussions (FGD), data were collected from purposively selected male and female youths, community leaders, and programme coordinators. Thematic analysis revealed that male youths enjoyed greater access to empowerment opportunities due to wider social networks, family support, and socio-cultural privileges, whereas female youths faced barriers such as limited information, domestic responsibilities, financial constraints, and gender-insensitive programme designs. Regarding utilization, female youths reported lower confidence in male-dominated environments, lack of family encouragement, and programmes misaligned with their interests, while male youths utilized programmes more consistently. The findings highlight the pervasive impact of gender on both access and utilization, suggesting that empowerment initiatives risk reinforcing existing inequalities without deliberate gender-sensitive interventions. The study recommends designing inclusive programmes that reflect the interests and needs of both genders and enhancing family and community support to improve participation and effectiveness.
