Strategic Leadership and Public Sector Performance in Nigeria: A Review of Nigerian Export Promotion Council Under Olusegun Awolowo

Abstract

Nigeria has long struggled with managerial challenges, affecting the performance of the public sector. This study examines Olusegun Awalowodo’s strategic management approach during his tenure (2013-2021) as the Managing Director/Chief Executive Officer of the Nigerian Export Promotion Council (NEPC) and its impact on the organization’s performance. Based on strategic management and theories of public sector performance, the study uses a qualitative case study method using document analysis, interviews with NEPC staff, and content from official reports and publications. Key findings reveal that Awoowolo’s leadership – rooted in innovation, market expansion, capacity building, and effective communication – contributed significantly to NEPC’s improved visibility, stakeholder engagement, and growth in non-oil exports. The study concludes that visionary and accountable leadership can drive significant institutional improvements despite systemic governance challenges in Nigeria. The recommendations include strengthening institutional autonomy, planning for management succession and embedding strategic management training in public authorities.
